The Challenge

The NSW Skills Board is an independent advisory body tasked with providing strategic advice to the State Government on vocational education and workforce skills needs. Sparrowly Group was engaged to facilitate the Board’s 2025 Planning Day to develop its annual Work Plan.

The session needed to harness the expertise of senior industry leaders while maintaining the Board’s charter of providing independent, evidence-based advice to the Minister.

Key challenges included:

  • Aligning priorities across diverse industry sectors

  • Maintaining independence while informing government policy

  • Ensuring strategies remained evidence-driven and future-focused

  • Achieving consensus within a single planning session


Our Approach

Sparrowly Group designed and facilitated a structured co-design process that leveraged the Board’s collective expertise while ensuring evidence-led decision-making.

Our methodology included:

  • Use of the NSW Skills Plan as the guiding strategic framework

  • Structured discussion to identify, refine and stress-test priorities

  • Inclusive facilitation aligned to Engagement Institute best practice ensuring all voices were heard and governance standards upheld
